Apple Music Playlists

I only have 2 playlists .why is only one of them symcing on my ipad pro from the icloud ? One playlist syncs fine but not the other Does not.
all my previos listening history syncs but i can not get one playlist to.
ive signed in and out of icloud ,im on same network ,all apps and iphone and ipad up to date ,i did a restart of each device ,ive turned on and off the library sync and still nothing ?
