Hi - if I buy a PSN premium account, can all the profiles on my PS4 enjoy?
In other words, if I have PSN premium and Elder Scrolls Online, can we have multiple characters?

As I understand it, PSN accounts - the ability to play online - are free, I know that everyone in my family has one and we're able to use them both individually and simultaneously. Multiple characters and all.

The paid account, PlayStation Plus, is tied to a user, but I have downloaded the "free" content using my PS+ account and my son is able to play those games.

EDIT: I haven't played Elder Scrolls, but we've played multiple online games using individual free PSN accounts.
 
You don't need to pay for Playstation Plus multiple times to do what you want, as long as all the accounts are on the same PS4.

PS4 online is not free. It's one person per subscription.

It used to be free for online play for PS3.

Sounds like you're describing PlayStation Plus, not PSN.

My wife and I each have PSN accounts and we play online games together (and with others online) using our respective logins. She doesn't have any paid account whatsoever.

Yes. As long as one profile has a PSN account active and that is the prime console. Then other accounts on the Ps4 can gain access to online content too. Each profile in this case can have separate ESO character.
