(please help) Not able to reserve iPhone through Apple site (pick up)

Question:

I am trying to reserve a iPhone for my girlfriend.
Every morning when I try to reserve one through the reservations page, it lets me select the iPhone I want, then I must send a SMS, after that SMS I get a respond that I have reached maximum iPhone reservations.

I tried first my own Apple ID, again same respond after 1st SMS, "reached maximum iPhone reservations". I reserved one iPhone on this Apple ID about 4 weeks ago (my own iPhone).

Now, I already tried 4 (!) new created Apple ID's and I still get the same responds. you have reached maximum iPhone reservations, after sending that first SMS when trying to reserve a iPhone for pick up at the Apple Store.

More people experienced this? Any solution for this?

look like they finally close the loop hole?
nope, An Apple rep. on the phone even adviced me to create a new Apple ID and then try to reserve a iPhone. Followed his advice now already with 3 new Apple ID's, still not working.
