I have an iPhone 7+. I'm from the UK. I'm with EE. I paid money for 120 USA roaming minutes. I got a text in the UK from EE before I left saying it was all set up.

I just arrived in the USA and no matter what I do I get No Service.

I am going to attack this thing with a claw hammer if someone can't help me.
 
What US carrier is EE partnered with?

Have you tried a Network reset?
 
I'm guessing T Mobile. I'm in Boston. I can see all kinds of networks when I deselect automatic selection.

How do I do a network reset? Will it mess everything up?
 
If you can force AT&T, that would probably be a better choice than T-Mobile. AT&T roams on EE in the UK, so I would assume reciprocity here.

Network reset will erase all your network (e.g., Wi-Fi) passwords, but otherwise do no harm.

I assume you've power cycled your phone, right?

I'm 25 miles north of Boston, just as a point of information.

I’ve been thinking about this statement. If you see networks, but get “No Service”, then I think this is probably an EE provisioning issue, not an iPhone issue.
 
I'm not sure UK phones work in Boston, MA. Might want to try another city. They are good at holding grudges. I was once there and commented negatively about the NE Patriots American Football team. Every time I enter the city, I get these looks.........and that was 10 years ago.
 
Ugh. Turned out to be my fault. When I logged into my account online I discovered I had blocked myself from roaming in case my phone was ever stolen. I unblocked it and I got signal straight away.

Don't you have "Find my iPhone" enabled? If your phone is stolen, you can place it into "Lost Mode" and lock the phone totally.

Yes, but they can take the SIM and put it another phone? Although my SIM has a password.

I had just listened to a news story about someone whose phone was stollen and thieves ran up thousands in charges and the phone company held him to them.

Anyhoo, lesson learned!
