iCloud Please Help! Videos in iCloud Not Watchable/Shareable

My sweet, loving golden retriever of 12 years passed away this weekend and I was looking at all the wonderful videos I have of him. However, Dozens of videos on my iPhone and on iCloud.com have no thumbnail - just an exclamation mark. I can't play or download and I'm becoming very distraught that I've lost all the videos of his puppyhood. Can someone please help me??
