Does anyone know where this utility can be found on OSX? There is a manual entry for it, but I can't find it anywhere.

I guess it allows you to directly modify user preferences from an interactive command line.

It's there on my both my 10.6 and 10.5 Client systems. Did you install Developer Tools?

I haven't installed the developer tools.

Are they free? Where do I get them?
