Several posts on this. Many with work arounds from saving podcasts as mp3s and making a playlist. I've been using WatchPlayer, also recommended in one of the various posts, and that seems to work well. It downloads podcasts to the watch form the iPhone app.

Maybe someday Apple will integrate this into the Music app.

Doesn't downcast have a watch app? Anyone tried it? I love their iOS app

Yes, Downcast does have a watch app that works fairly well but it's dependent on the iPhone. So you can't go out for a run without your iPhone. Prior to getting my LTE watch Downcast was my favorite podcast app for the watch and I still use it as my main pod catcher.

I'm also using Watch Player for independent podcast functionality on my watch. It's buggy but the best one out there so far. It's hard to blame the developer for all the bugs because it seems like WatchOS has really hamstrung audio on the watch.

I've been using Overcast when I have my phone with me (the watch app allows you to control playback), and WatchPlayer for when I don't want to take my phone. It works great to download podcasts on the watch before you leave, if you have wifi.
