Nope. you should be able to see the same Pokemon as the person w higher levels. I would consider using something like go radar app or similar to see where the better Pokemon are located in your area. Where I live only the historic area which has like hundred poke stops and lots of player where one can find a lot of different ones. Close to home you can find some but it's far and between those pushers and rattatas.
Thanks. I'm going to try my luck one weekend at the shopping and rec area near my husband's office. His coworkers reported some good Pokemon there. I would have thought Pokemon would be more widely distributed but that's definitely not been my experience. :( I love to walk but I live out in the rural outskirts of the cities. It's beautiful here but there aren't many Pokemon.

2 things:
1) use a free app like Go Radar to see actual pokemon that is spawning near by, skiplagged has a webpage for pokemon as well
2) if no stops are nearby your best bet is to throw incense, its been told that in those areas where there is nothing it brings some nice pokemon to you try to catch.
