Why is Apple moving the Apple logo downwards on the 2019 iPhones?

Yep seems pretty likely it's aesthetic because the camera bump is growing. It looks like it will be in the same place as it currently is on the 11 (XR successor) which has a slightly narrower bump.

No, but this a technical site, and you’ll have those who will dissect every facet/part of the iPhone, because some are overly pedantic believing Apple doesn’t know what they’re doing. It’s the time of year mainly.
 
If the rumors of reverse wireless charging on the 2019 iPhones are true, I think it may be a reference point for people on where exactly to place their Airpods or whatever they are charging on the back of the iPhone. You place the device right on the Apple logo for the best results when reverse wireless charging.

That and the camera module.

And for the record again, the painted camera bump LOOKS MUCH BETTER than the all black.

I would agree with you, if the camera lenses were about half the diameter that they are in that render. The large diameter (spare me the "because good camera" spiel, I know) looks like clown status on that render, and if that's really the diameter of the lenses, I'd rather see an all black square.
