So frequently I’ll get sick of using it and go to my phone instead.

It just feels clunky. There aren’t “wait times” necessarily but it’s not fluid any more.

Any merit to restoring it? Or is it just perpetually doomed to struggle with iOS 11?

You're at the mercy of whatever Apple decides to do with it in future updates.

It could get a bit better by the end of iOS 11, but who knows.

Apple's ruined the experience on many devices with their permanent updates so yours may just be such a case.

Upgrade to a larger iPad. That's the only way to get better performance. It's also what Apple wants you to do.
 
I also had issues with my mini 4 with iOS 11. Whenever I would rotate the display to portrait/landscape the dock would remain stuck and not rotate along with the rest of the icons. Very annoying. I upgraded to the 10.5 pro during the BF deals at Best Buy. The 10.5 may seem like overkill for me, but I love the laminated display and promotion. I do miss the smaller form factor of the mini which was perfect for using in bed. I am hoping Apple doesn't kill the mini and releases a new mini sometime in 2018. I would definitely buy one.
 
My mini 4 seems fine on iOS 11. Either the clunkiness is extremely minor or I’m not very observant.

I’m also still hoping they don’t drop the mini line. Still my preferred form factor.

No doubt it’s not as fluid with iOS 11 but not yet to the extend of poor performance. I do encounter UI bugs after updating to 11 and decided to do a DFU restore when 11.1.2 was released. Manage to get rid of the UI bugs but stuttering in app switcher is still present. Other than that everything else still felt relatively smooth.
 
This reminds me of when I upgraded my iPad Mini 2 from iOS 9 to iOS 10. It basically made my Mini 2 unusable. Terrible lag while typing, Safari browsing was jerky, the battery life was cut into half, and many other issues.

Some updates made things better, but never as good as it was before.

One thing that the experience did to me was it made me scared to update my devices.

Up until a few years ago, Apple software updates were something I looked forward to, and it made me excited. Now, I dread updates.

My iOS 11 upgrade on my mini 4 was a straight upgrade from iOS 10 (did not do a fresh install). I would say to give doing a restore a try if you're experiencing issues - what do you have to loose?

My mini 4 is fantastic, why do so many seem to have issues with Mini 4 and iOS 11? Mine works just as good as it did with iOS 9 and 10.) There is some slight lag here and there with large image or text files. But that quickly goes away after it’s fully awake, it is fantastic. I only want a new iPad mini 5 or Mini Pro so that I can have one to last another 5 years and maybe come with A10 or A11, pencil support, bigger screen/no bezels, and ProMotion.
Well that’s the dream anyway, lol.

My mini got also ruined by iOS 11.

I am going to drive to an Apple store to see if they reformat the device from scratch to a previous iOS, and if they dont want to I will shelf it for good.

I doubt very much they’ll do that for you.

Have you tried restoring yours from new on 11.2?
