iPad Pro Pop up asking about WiFi calling keeps on popping up no matter what I say ....

Does iPadOS 13.3 fix the issue? Install it if you haven't already.
This is getting very annoying because it’s doing it about every 15 seconds or so.
Idk haven’t installed it yet because my hotspot won’t download it apparently and I don’t have WiFi at home. I’m going to need to make a special trip to a McDonald’s or something
It’s currently on 13.1.2. For what it’s worth it only started when I am using my iPhone 11 pro as a hotspot . Never had this issue when I was using my iPhone X.
