Pop up menu problem in Mail

Sorry if this has already been mentioned. Anybody else seeing this problem - iPhone 6.

Create new email message. Hold finger on screen on a blank line to bring up pop up menu - eg to paste or insert a photo. Menu doesn't appear. It will only appear if the line already has text on it.
