Pop-ups in Safari & Pages

I'm getting persistent pop-ups appearing in both Safari (Gmail) and Pages when I hover over words, and they're very hard to get rid of. I tried to disable pop-ups in Safari prefs but they still appear. In Gmail when I'm hovering over a name, and Pages when I select a word (but only sometimes!). The dialog says something like "Look Up now shows personalised suggestions..." and a row of icons across the top. I have to click several times before it disappears. This has been driving me mad for months. TIA. Ananda
