I have found a possible fix for the Apple Intelligence and Siri issue while we wait for the proper update. I would like to see if it works for others

In the Apple Intelligence settings
-Turn off AI
-Reboot
-Go back to AI settings and turn it back on

-After a moment or two the talk to Siri setting should change back to Talk and Type To Siri
-Once that happens go in and turn off Type to Siri

I've been able to use all the AI features and Siri without any issues after applying this fix.

No go for me. Don’t see the talk and type to Siri.

Can you get a screen shot of your ai settings page? Just blank out your name.

Interesting. I’ve done it several times with success. It does take a minute or so for the Type to Siri option to appear though

Type to Siri is under accessibility settings...

No go here either

This isn’t the accessibility option. AI adds another way to type to Siri with a double tap to the home bar. What I’ve observed is when the downloading message appears the Type to Siri option disappears for some reason

I don't want to jinx it, but this may have worked for me! I followed the prompts in the OP. For "reboot," I did a hard reboot (v-up, v-dn, hold power until apple logo). Sure enough, the type option appeared after a few moments. I went in, turned off type, and I don't see the downloading error.

Out of curiosity (and because I clearly hate myself), I turned type back on. After leaving the settings and coming back, the downloading message re-appeared. Boooo. so I followed the steps again (leaving type off) and it's working.
 
Whoops ... and now it's back. So that didn't last long. I left settings, flipped through my home screens, and went back into Siri settings and the download message reappeared (and the type option disappeared). Oh well.
 
My luck just ran out after a couple hours . Oh well, it’s only a few more days until the next beta (probably 🤞)

It took turning AI Off reboot. Enable Type to Siri in Accessibility then turn on AI and waited 45 minutes. During the 45 minutes it finally finished the 1.5 day download (kept showing downloading) . But it's good for now anyway.

Yup -- whatever was deployed seemed to fix it for me overnight, too.
