I've been having that issues as well. Seems like a bug. Once it does it for me, I have to lock and unlock the phone to make it go back to normal.

I'm sure it would happen on iOS 6 on some occasions - usually when exiting games that run in landscape.

Though saying that, multitasking works in landscape. 😕
