I have a few apps that are already released. I will be making them support Dark Mode. The apps will support both iOS 12 and 13. I'm currently implementing Dark Mode support using Xcode 11 beta. This is the first time I've had to prepare an app for a new iOS release. How does a developer typically go about this?

Will Apple release Xcode 11 a few weeks before the iOS 13 release?
Is there a way to release an app now that supports both iOS 12 and 13?
Do I just wait for the final Xcode 11 and iOS 13 release and then submit them for review and release?

(Sorry if this is answered somewhere else. I did a quick search and didn't find anything.)
 
You can't submit apps built with a beta version of Xcode. Apple will release a GM seed of Xcode 11 before iOS 13 is released. When the GM seed is released, you can submit your app.
