I have three playlists synced to my two Apple Watch Series 2. Two are the Apple Playlists (Chill and Favorites) and one is created by me (Watch 1/2) which has about 50 songs.

I know I can get the watch to play AND shuffle any of the playlists at a time. Is there a way to have the Watch shuffle ALL the songs from the three playlists that were synced at the same time?
 
Jump to “songs” and play any song, then shuffle from there.
What is extremely frustrating is Apple Watch DOES NOT remember last setting (repeat setting and shuffle setting) at all.
 
I tried that but even starting in "Songs" it seems to only shuffle songs from the playlist that I created (Watch), but ignores the songs from the other two playlists - even though they are downloaded to the Watch

Not sure what’s the Apple playlist. Are you subscribing Apple Music right now? If so, then watch may just not want to play music from Apple Music playlist in shuffle. I don’t have the sub so could not tell.
One possible explanation though is Apple Music playlist is never synced locally to the watch, which explains why you can only shuffle the one playlist you create but not Apple Music list.

“Apple Playlist” refers to the three personalized playlists that are created in Apple Music and appear on the “For You” page. They sync fine to my Apple Watches but neither watch seems to shuffle all three playlists at the same time - only individually.

Now I wonder, do those playlists take spaces on your watch? Or they just stream the song while you are listening. Either way, that’s strange.
Wait, you are using Apple Watch series 2. I use series 3, which has much less restrictions regarding music storage and playback. Not sure if this is the main factor.
 
Yes they are both Series 2 and yes the playlists from Apple are stored downloaded to the watches, not streamed.

Ok. I will find a chance to sync some playlists to my watch and see what is happening.
 
Updated: I just notice I have several playlists created myself synced to my watch series 3. And I have no problem shuffling all playlists. The only difference is there is no music from iTunes Store or Apple Music.

Thanks for trying. I guess it is because those two additional playlists I have are "created" with Apple Music. The funny thing is if I open the Library on the Watch and go to Songs, it shows 72 songs - not the 50 I would expect from the playlist I created. Who knows.
