Are you asking because you want to enable parental controls for your children or because you want to disable the parental controls your parents put on your MBP?

I'm leaning more towards the second one.
 
i would think if the account has parental controls you CANT create a new account, but like macdaddy said, stop trying to get around your parents lockouts
 
Parental control can only be set on a non-admin account.

Non-admin account cannot make new accounts.

Non-admin account cannot increase their account privileges.
 
there is a way on Macs to delete the admin account and create a new one without having the password but it involves booting into the command line and knowing what to type. It is good for reselling macs because it gives the person you sell it to a way to set up their own account and password without having yours. However, since you seem like you are trying to get around parental controls I'm not going to post the sequence on here.

Parental Controls aside, no, you can't install IE on it. Unless you go through the trouble of installed Windows with Bootcamp. Then, if you use IE, in Windows, on your Mac, then don't get a Mac.

Use Firefox, Camino, Safari, Opera -- anything. They're all better than IE.

yeah, i really want a Mac, i just dont like Safari all that much, but it will probably be better on a Mac, then Windows anyway,
