Using the local server, obviously. I tried using the Atlanta one for funsies, but it was slower. Speeds around here are all over the place, and time of day doesn't even seem to factor in a whole lot. They can be crappy in the early morning or fast late at night, and vice versa. I dunno.
 
I am north of Austin, TX and it seems right on the line of 1950mHz and 850mHz coverage (based on the field test I ran). I just ran Speedtest and got 183kbps down, 99 up and then re-ran it again and got 740kbps down and 226 up. I have found this to happen quite a bit. Seems if I "wake" the phone it takes it about 15-20 seconds or more to get a good signal - literally, it will have zero bars sometimes and then builds up to 5 bars as I make a connection.

Is this normal with 3g coverage?

If you are right on the edge of a two towers and in between two towers transmitting different bands you may have that issue. If you make to a solid section of 3G coverage and it still does that, then there is something wrong with the radio of your phone.
 
I am getting 73 kbps down and 116 kbps up 3g speed i lower manhattan on a jailbroken iphone 3gs; This seems real slow!! Can there be a problem with my phone
