It's the humidity. I lived in Houston as a kid from 1975-1980 and it was just killer. Houston was where I first learned the term 'heat-wave'.Texas Hot.

Your body cools down by sweating. When the air is humid it's already full of moisture so the sweat your body produces is much less efficient in cooling you down. Texas, at least the part I lived in (Houston), is very humid in the summer. Coming from the dry heat of AZ that's probably why they tell you it's worse.
