What does it look like if you click the Apple menu where the red ribbon is?

but it covers everything else up. windows and even shows up on full screen apps. the only way i got mine to stay above the menu bar is to check "always keep on top"

No, he's on the 13.3" 1280x800 screen of his 6-year old MacBook. Look at the size of the menu bar on top.

You can make them pop up when you mouse over them. I have that on my 13" MBP. My dock isn't as small as he has his, but when I mouse over the icons they pop up really big. Makes them easier to see when you need them, less intrusive on the background when you don't. Its an option in Settings>Dock
