How did you get a public photo stream through icloud with photos accessible via web? I don't see that option anywhere and as far as I know, Apple disabled the feature entirely.

Photos.app -> Shared tab -> Tap the + (to add a new stream) -> Name the stream -> Next -> Create -> Tap the newly created stream -> People tab (at the bottom) -> Enable "Public Website" -> Share Link

This is a waste of time. iOS 7 is a beta full of active debugging code. It is not optimized for daily use on any phone. You don't even mention which beta version you used. Maybe you should test iOS 7 beta 6 agains iOS 6 beta 6 for an apples to apples comparison. Equally pointless though.

Wait till iOS 7 is GM in a couple of weeks and test then

Yes iOS 7 is out in the market now, we can do some more benchmark test to see how it stands against iOS 6
