I actually also wasn't able to do so through the Apps preference tab in iTunes for my iPhone but was able to do so on the phone itself. Also in iTunes I was not able to place more then 9 Apps in a folder but again was able to do so on the phone itself. Might this be a potential bug in iOS 7 beta 5??

Were you using the new iTunes beta?
I'm using iTunes 11.0.4
That's probably why it doesn't work. I haven't tried fiddling with the folders using the new iTunes beta (I'm afraid to), but the current version of iTunes is definitely not compatible with iOS 7.
