In the Tweaks section (I think) of Cydia there's "A Better AT&T logo" (again, I think). There's one for a 4 now. Just install that and it gives you that logo.

Well a jailbreak is obviously needed.

Search for AT&T Carrier Logo
Download it
Respring the Springboard so it will actually show up.

It restarts the screens basically. Its easiest to just restart the phone. Or go into witerboard, select theme. Select then deselect one and when you press home WB will automatically respiring it for you.
