Thought I might as well participate. And if you haven't noticed, I indeed get great reception in Toronto!
Here is my lockscreen, very simple, similar to someone else's here, just love the simple wallpaper, great look.
And I have actually not done anything to my homescreen yet, but here is a pic of it anyway. I tried Suave HD but wasn't 100% feeling it. So I went back to normal:

I'm on 4.0.1 and haven't had any issues, it may be something else that you have installed that is conflicting. I double checked and its titled weathericon (no spaces) in cydia.

For iOS 4.0.1, you need WeatherIcon beta 2.4.0.13 at this repos http://iphone.ashman.com/beta/
If it's not already bundled in the beta, also update LibWeather to 1.0.4.1.

the original video files were meant for vista dreamscapes, or something like that. i took them cropped, resized and converted to mpeg4 for use on my ip4.
here is a screen cap of one of them.
definitely looks a lot better on the phone, rather than blown up full size on a computer.
