Power cable fraying

I rarely carry my air adapter around, but its been just 16 months and it is fraying near where the cable enters the magnetic plug. I have an extended warranty. Is this normally covered under that?

This is India, where no company is known for even decent customer service, so I hope Apple is better than the rest.
