power down as in turning off? never. well, when I trade it in
power down as in reboot? when there's a watchOS update.
if you're having a specific issue. sometime un-pair/pair is necessary, but in general, no reboot required on a regular basis. BTW, same is true for me for my iPhone as well as my Macs ...

I power down once a week along with my phone just to keep things running smoothly. As far as necessary, I’m sure some folks wait until they have an issue before doing a restart.

Other than for watchOS updates I can't even remember the last time I powered down or rebooted my watch for any reason.

Maybe, maybe not. I might get an S8 or an S9 at some point, I‘m not that keen on the technicalities. It‘s more about the materials/colors and less about the features - unless they introduce something big like blood sugar measurement for example
