Essentially the ASUS is a dumb wireless AP that simply puts out a network. The Netgear and the ASUS should be on the same subnet so devices on the Netgear will be seen on the ASUS. Ensure that the ASUS is not set to DHCP & NAT Router Mode as that would therefore cause double NAT and block that functionality.

Yeah, it's definitely not. Strangely, they're detected on the 5GHz network

EDIT: Something really strange is happening... I was moving around the adapters to see if I could get a better connection, and I noticed that my router downstairs (in AP mode) still gets an Internet connection if the upstairs adapter is unplugged. I'm really unsure where it's getting the connection from. Could the cable service already be connected to the power wiring? It's so strange

I am guessing that it is still extending wirelessly...

Some routers create separate subnets for the 2.4 and 5 GHz networks.
 
I have had a lot of issues with the power line adapters in apartments. There are many variables in wiring and I have also had them sporadically lose sync with each other.

You can determine if it is a issue with the net gear by bypassing it and plugging the cable from the modem directly into the power line adapter.

If at all possible I would avoid them. Your asus should have the ability to become a wireless bridge. Try finding a spot that splits the difference between the first router and downstairs and place the asus there in wireless bridge mode.

Ultimately finding a way to get a Ethernet cable downstairs is your best bet.

If you can find a way to get the wire downstairs. Also consider buying a non managed switch to put before the net gear so you can run two entirely seperate networks. A switch will be like a power strip for your internet. The cable modem can assign multiple ip so one cable will go to the net gear , and the other to the asus.
