PowerMac G4 sleeps with Fan on

Why does my PowerMac G4 still have it's fan on when it is put into Sleep mode. But yet my eMac G4 turns off it's fan when in Sleep mode.

Why is this? It is the PCI Graphics version at 400Mhz.

The G4 PCI Graphics model does not support deep sleep.
There is no way to stop its fans during sleep mode.
