Hi I have this powermac g5 quad 2.5ghz when you press the power button it makes a beep noise then the fans go to turbo mode anyone know what the problem could be

Does power LED light or flash? Beep code sounds like "no ram" signal, but it seems a bit too short.
 
Sounds like a RAM issue. Try pulling all but one pair and see if it starts up.

Also, any activity from the white power LED above the power button while this is going on?
 
Also, are you trying to start it up without the air deflector? I can't see it well in the video. That could explain the red light at startup and the fans, but not the "beep", that probably is just a RAM issue. Either bad modules or slots. Try changing the RAM from one slot to another, (always in matched pairs) and/or buying new modules.
