ppc G5 tower os down grade help

so i upgraded my friends G5 tower but now shes telling me she cant use 10.5 with a new program she bought and needs to go back to 10.4 is it possible to down grade without doing a clean install and have to reinstall all the programs.

Yep, wipe the drive clean and reinstall Tiger.
