Not sure what this questions means? Meaning to start as a new iup customer? If so, yes you can. But if it's for something else then no.

Apple offers 2 options for paying monthly: Apple iPhone Upgrade Program and Apple iPhone Payments

The Apple iPhone Payments plan allows monthly payments with no annual upgrade and no Apple care.

I believe the pre-approval process is only for the IUP.
