Pre-order opening time in UK?

I know pre-orders open on Sat 12th, but will that be midnight UK time? Or midnight Pacific time, meaning later in the morning here in the UK? Thanks!
 
Thanks. Do you know if you pay at pre order time or do they take the money when it's despatched?
 
When I placed my watch order the money wasn't even held until it was dispatched and money left my account once it was in my hands.
