Pre-order out of the country?

I am on vacation and have a question that I know must be common, but I haven't seen in a thread. Right now, I am in Italy and want to pre-order the iPhone 4. Will this be possible to do out of the country? I have means to access the Internet, so I should be good that way, but do they not allow you to gain access in other countries?
