It did not matter if you ordered from Apple or via your carrier's web page, you only got the full price if you did not qualify for a subsidy discount.

I don't know whether they always do them or whether it's a case-by-case basis, but I can confirm that they have done full price pre-orders in the past.
My friend pre-ordered the 16GB iPhone 4S at full price last year.

The problem with the forum having extra threads is because you probably derail half of them causing someone to create yet another thread because the question wasn't answered in the first two.
