This setting is in General > Accessibility > Video Description

What is it about? It says "When available, automatically play video description", that means that the video description will be an audio or a video and not in text mode (because they have said 'play' instead of 'read).

How can I test it? and is it really useful for the normal user or is it aimed for some people with special requirements?

My guess is that they actually mean audio description: http://en.wikipedia.org/wiki/Audio_description

It's a feature for the visually impaired that narrates what's happening on the screen between dialogues.

If you're in the UK, you can test it on BBC iPlayer, they have an AD option on their website.
