I'm new to the whole Mac-thing (3 weeks old). Is Apple usually offering a new OS for an upgrade price or would it be reasonable to use the Amazon preorder option? Whatever is the cheapest?

Edit: I'm running 10.3.8 in aDanish version on a PB 12"
 
Apple hasn't offered an upgrade to the last two versions of OSX (Jaguar and Panther) so it is unlikely that they will for Tiger.

I would go with the Amazon.com preorder option if I was you.

The only other option is if you qaulify for an education prices, I think that it is around $69 in that case.
 
Amazon USA won't sell to other countries, I don't know whether there's an Amazon Europe that you can order from.

Edit: Amazon UK will sell to Denmark but they don't seem to have Tiger.

Theres a discount on Amazon if you preorder. Btw this has made Tiger the most selling software on Amazon, even though it's not released yet!

The advantage would be that you can save $35. The only other way is if you qualify for the educational discount. If you have more than one Mac, then you will need the family pack. I'm one of those individuals.
