Ok, this is an issue in iOS that have been bothering me for a while.

By default, iOS keep changing keyboard layout and behavior depending on the context.

For example if you are writing a note in Notes, or if you are writing in Safari search/adress bar, you get a different keyboard layout.

Also in some situations if you press the symbol switch, and press ' it automatically switch back to letters, but in some context you press ' and the keyboard stays into symbols mode.

It is really bothering me and preventing my fingers of getting used to the keyboard. For example in Safari search bar, the space bar get smaller to make space to [ . ] on the right side, and in this context I very often end up searching a sentences with dots instead of spaces.

So, i'm wondering if there is a way of preventing that ? Having the exact sane keyboard in every situations in the iOS ?
 
Despite your lots of text I have problems with understanding what exactly YOUR issue is. Which and how many keyboards have you activated?

I have no third party keyboard, I only have one language keyboard configured (plus the emoji one)

The issue is about the iOS default keyboard changing some behaviors and key depending on the context. (in safari search bar you don't get the same keyboard than in Messages or Notes)

I want iOS keyboard to just remain the exact same whatever the app and the context I am in.

It's not controllable by the user. Perhaps some third party keyboards might allow for that but that's it. The whole thing about symbols keyboard not switching is generally only in Safari it seems in iOS 10 and likely a bug.
 
Just reiterating C DM's suggestion to try a third party keyboard. Worth investigating
