Hundreds of people? I'm not sure where you got that stat. I recall a few reports of this happening, but I don't think it was some widespread problem with hundreds of phones being stolen.
There is a free option.

Are you talking about Will Call? I tried doing that the other day and it said I could do it, but that the package would not be available for pickup until the 24th. Is there a different way to do it?

I just called UPS and asked them to hold it at the HUB so I can pick it up Friday but she said that it can't be changed and must be delivered to the address listed! Bummer.... I may call back later and try to talk to someone else.

I don't know how the OP did it, maybe they give him special treatment or something at that hub.
I've received hundreds of packages from UPS over years and if you paid attention to the delivery progress and time stamps, you will know why they can't promise to let you pick up at 8am on delivery day. It's always the business day after (in this case Monday).
I've had packages arrive at my door at 10am when the package only got to the hub at 8:30am.
Logistics is not as easy as a lot might think.
I just signed up for UPS My Choice. Even with the free Choice account you can request hold will call at the station prior to 1st delivery attempt. However, it takes 90 minutes after you register for this option to be available.
Unfortunately UPS CS are not allowed to change this option for you. You have to do it online. Starting at 90 min after you open the account.
Yes, this is precisely why I will never do a pre-sign again. One time I had to eat the cost of a $400 iPod because it either got stolen off the porch or the delivery driver took it, I'll never know. So never again, I want signature required or I pick it up in person at the hub.
