Prevent Programs From Resuming After Kernel Panic

My issue is, when restarting from a kernel panic, all my 100 windows and apps try and re-open making my machine a total brick for 10-15 minutes.

Is there a setting in the UI or a PLIST attribute that can be edited to stop this behavior? I've searched around and was unable to find an obvious solution.

I believe starting into safe mode should prevent that; it's holding down shift at startup IIRC.
