Preventing iTunes to uprage

Hy,
I'm new at this, so please don't mind if I ask something stupid.
I'm getting an iPhone 3GS (probably 3.1.2), and I don't know if iTunes will ask me to upgrade to 3.1.3 or will it just do it without asking? If so, can i just cancel it or prevent it on some other way?
And if I success at this, and keep the 3.1.2, will I be able to unlock it?

If I have understood I could jailbreak and unlock my phone if i get the old bootrom and stay at 3.1.2, but not if I have the new bootrom and still stay at 3.1.2?

You can jb it no matter what bootrom you have if your on 3.1.2

Just thought I'd add, that even if iTunes asks you to upgrade, you don't have to.
