Preview - Actual size doesn't seem to work...

Why doesn't clicking actual size open my images actual size?

It's always slightly zoomed.

This happens on both iMac and MacBook on clean installs.

Is there a better replacement for Preview?

In the Preview preferences, Images tab, deselect 'Respect image DPI for "Actual Size"'. Then when you click Actual Size it should display it how you expect.🙂
