Preview: Merge All Windows

I tend to read multiple PDF documents simultaneously using Preview. After opening Preview with multiple PDF documents I have to use the function Merge All Windows.

Anyone know of setting where I can change the default to open documents and in a single windows? Merging all windows after opening Preview is tedious.

Preview obeys the setting at System Preferences>General>"Prefer tabs:".

Of the 3 options: always address the QOL option of interest.
