So I have lots of .pdf forms that I use and I have always just opened the blank form and filled it out and clicked "save as" and saved the new file in a different folder no problem. This even works on my old iMac running 11.6.

Well, when I do this on my new 24" iMac running an apple M1 chip, this action does not work like it is supposed to. When I open a blank form and fill it in and choose "save as" I do in fact get the new saved file exactly where I tell it to save. However, when I go back and open up the blank form it now has all the latest info in it and has a "last modified" time the same as the new file.

Anyone else having this issue?

I have checked the box for "ask to keep changes when closing documents" in the general system preferences but that doesn't seem to make a difference.

I have really grown to hate apple in the last couple of months ever since I upgraded from El Capitan.

Figured it out. WTF is this even an option? I am choosing "save as" for a reason. That reason is I don't want the changes saved in the original document. AAAAAAAAAAAHHHHHHHHHHH

Are you running Monterey? I don't have that check-box (running Big Sur)

Not following the issue. The default for MacOS is to automatically save as you go, so if you want to save as a different file, you need to "Save As" prior to making the changes. Then you simply close the window, as the changes have already been saved.
The additional option in Monterey to uncheck "keep changes in original document" gives one the option to do what is not normal for MacOS, basically undoing the autosaving on the original document.

If this option remains checked (the default), then I find the autosaving in Big Sur and Monterey to be identical. If you decide later that you want to undo the autosaves, then you need use the "Revert to..." command. Much better than Windows; no more lost changes.

Using the "ask to keep changes when closing documents" in system preferences is not recommended as it basically defeats and works against the normal MacOS file saving system. Usually only used by those coming from Windows trying to force MacOS to behave like Windows.

However, maybe I misunderstand the issue you are describing.

Auto saving is an abomination. Starting from scratch on something, ok. Modifying something to create a new version, no go. Also often times I make edits and then change my mind and don’t want them saved.

It’s also nice to know that something is different in a document when there is an indicator on the close button.

Are you doing this in the preview app?
Yes, and just to be sure I tried it again..... the options are as I posted earlier and there is no option to keep changes in original document. Not there in export either. I went through preferences and there doesn't seem to be a way to turn it on or off. Using 11.6.1

You need to use a fillable form, make a change (i.e., fill in a box), and then Save As. The option won't show unless you have made a change.
Try download this sample form

Ah ha! So that's it! Yes, the checkbox came up on that, thanks very much for resolving the mystery! ?
This just makes me even more mad. Why have it on just one type of form. ?‍♂️?‍♂️?‍♂️

HOLLY CRAP I HATE APPLE. Turns out my brand new iMac had some glitch in it so I had to do a full erase of the hard drive and it forced me to update to Monterey. It restored the default behavior that I was having before. I didn't even notice it for a day or 2. Hopefully I caught all the changes.

DUMBEST CRAP EVER!!!!!!!!!!!!!!!!!!!!
