Preview replacement for Windows X

I love using Preview on MacOS for editing and combing PDF's, printing, etc. It works great and is really as easy as dragging and dropping.

Is there a Windows program that can do the same thing with as much ease, but without costing as much as a used MacBook?

I don't mind spending a few dollars but I really don't like ridiculous the monthly options. Seems like robbery.

I no longer have any Windows machines but when I did, I used the free Foxit Reader. I just checked their website and they have various offerings you can take a look at.

There's seer, which is a quick look tool. One of the sites that I came across for switchers (from Mac to Windows) recommend it. I've not tried it myself, perhaps later today
