I have been poking around in Ventura on my 2020 iMac, SSD, macOS 13.0, checking out the changes.

The first time I chose a document and hit ⌘ + P, I was presented with the new print dialog box.

A few minutes later, my wife came into my office and I selected a document, hit ⌘ + P, and instead of a print dialog box, the job went straight to the printer.

Did a restart, checked all the Print settings in the new [System Setting] - System Settings are no more with the advent of Ventura - and the dialog box is still MIA.

Can anyone provide any help or suggest a fix for this problem?
 
Bingo. You get the brass ring.
If I open a doc and hit Print, I get the dialog box.
If I select a doc and his Print, I do not.

For the record, this has worked this way for many, many years (hitting Command+P in the Finder sends it directly to printer, skipping dialog box).
