Prioritizing app downloads seem to do nothing

I am slowly restoring all the apps onto my new phone and have pushed the "Prioritize Download" on apps on home screen and several it seems to not be working. Other apps continue to download as normal.

Is anyone else experiencing this same issue?

I definitely experienced this when restoring my phone via iCloud. Fortunately it's really a non-issue until it comes time to restore from a backup again.
