Is the PrivaCy from Suarik necessary anymore?

After installing it, I went to the settings and everything was already turned off. I was under the assumption that the user has to switch it off. Since this wasn't the case, I'm assuming the "spying" is automatically disabled.

So does this mean I can remove the app?
