I can't browse. I can't disable private relay (the option doesn't even appear under icloud in settings anymore). If I click on icloud in settings, it just highlights it but never actually selects and goes into it. Even if i'm completely disconnected from the internet. I'm essentially hosed if the network (like the airport in doha at the moment) doesn't work with private relay, but the system doesn't recognize that and auto disable it.

Works fine for me on PB2.

Try these, listed in order of complexity:
a) restarting your iPhone;
b) hard restarting - https://support.apple.com/en-lamr/guide/iphone/iph8903c3ee6/ios
c) reset your network settings
d) reinstall your beta with IPSW

PS By iCloud settings you mean the ones appearing after you click on your Apple ID (your name) at the top of the Settings, right?
Yeah certainly had those on the list after a normal reboot didn’t do it. But it looks like it had something weird to do with the Doha airport WiFi. The strange part was that it kept up even with airplane mode on and WiFi disabled. Definitely got iCloud into some kind of funky state. It continued (I tried it about 48 times over the course of many hours) until I boarded my next flight and connected to its WiFi, which seems to have somehow kicked it out of the funky state it was in. Have disabled private relay altogether for the moment (now that I can finally access the menu!) at least for a few days until my trip is over as I’ll be on all kinds of funky networks until then.

the first public beta it would take forever for websites to load but that's it. i could disable it because i had to in order to not have to wait so long for pages to load. seems to be fixed in PB2.
