My guess is the XDR uses DisplayPort 1.4 over TB3, which was introduced with the Intel Titan Ridge chipset in early 2018 and is therefore likely in these 2018/2019 models. Other Macs likely still use Alpine Ridge, which supports only DisplayPort 1.2.

Mini 2018 does have Titan Ridge TB3 controller, but I would guess 6K won't be possible regardless because of limitations of the Intel 630 graphics.Is it confirmed if the Mini 18' can without an eGpu?

But still can turn on this display, right?Yes, only the mid-2019 15" MacBook Pro and 16" MacBook Pro have the Titan Ridge controller necessary to drive the XDR at the full 6K resolution (the 2016-2018 models would be limited to 5K with their Alpine Ridge controllers).
How could I know if my computer has this TItan Ridge controller? For example, I have a Razer Blade Pro 17" with 2080 Max-Q graphic card, and I really hope that this could turn on the Pro Display XDR...At minimum you'd need a Thunderbolt PCIe card with a Titan Ridge controller. I know Gigabyte makes one for select Gigabyte motherboards.
